hydropower scheme vs leisure

Excuse my ignorance, but as you do not state exactly where this project is to be constructed, it would be of interest to know how it would effect leisure boating. Do you find this valuable?

There would be zero effect on the boats as it would be placed on the weir next to the lock, a place where boats do not venture. Do you find this valuable?
